What Is Title I?

Title I is the nation's largest federal assistance program for schools! Title I provides assistance for students who must accelerate their progress to perform at or near grade level. The Title I program is designed to provide students with extra help in an effort to bring their academic skills to the high, challenging academic standard needed to be successful in school. Title I resources are directed toward students who need them the most.

An easy way to explain Title 1 is illustrated by the following two examples:

Example #1

Title 1 is to supplement the current program established by the school and state governing bodies. The school program is compared to a scoop of ice cream. Ice cream is a necessary part of a cup of ice cream. The Title 1 Program is compared to Hot Fudge syrup poured over the ice cream. It is "extra" and more than the usual cup of ice cream. It is our goal for the Title 1 Program to add to the current curriculum strategies and make a difference in the education of a student. Title 1 is the extra "boost" to help students attain grade level in both basic and advanced skills.

Example #2

Title 1 is to boost the current program. As an adult, if you saw a young child at a water fountain trying to get a drink of water but could not reach the water, you would come and offer to assist the child! Many times the child will not want you to turn the water on for them. They just need your to help hold them up to reach the water, with their hand free they can turn the water on for themselves. The purpose for Title 1 is to give the students just that little help to get them on grade level. Many times in a child's education they need just a little boost. The boost may be for one year or two; but the goal is grade level performance by successful kids!

Is Title I Another Name for Special Education?

No, it is not. Title 1 is a preventative program. It provides the assistance needed to help students perform on grade level.

What is the Goal of Title I?

The goal of Title I is to help every child get a high quality education. Our goal at Bear Creek Community Charter School is to provide students with the basic reading and math skills that they need to succeed in their classroom independently. Our program helps children do better in school, teachers understand the needs and concerns of student and parents, and parents become more involved in their child's education.

How Are Students Selected?

In the beginning of the school year, teachers refer students who are experiencing reading and/or math difficulties in the classroom. The teacher considers the student's classroom performance and various test scores, such as ITBS and PSSA. The Intervention Specialist then assesses the reading and/or math needs of the child. Using all this information, final decisions are made. Once admitted, each student's performance is periodically assessed. Students may enter and/or exit the program throughout the school year.

How Does Title I Work?


1. The federal government provides money to fund the Title I program. This is the "basic grant".

2. The State Education Agency allocates money to school districts based on the number of low-income families. Although schools qualify on the basis of this count, Title I students are chosen by greatest educational need, not income.
